Yes. Real-estate commissions are fully negotiable and have never been fixed by law. Following the National Association of Realtors settlement that took effect in August 2024, the rules are now explicit: listing agreements must state the compensation up front, offers of compensation can no longer be published on the MLS, and buyers must sign agreements specifying their agent's fee before touring homes. Historically, total commissions averaged about 5–6% split between the two sides, but sellers and buyers can and do negotiate lower rates, flat fees, or discount brokerages.
